Microsoft Power Apps alternatives for operations teams

Compare Power Apps, AppSheet, Budibase, Appsmith, Retool and KasiLabs by licensing, ownership, environments and workflow fit.

Power Apps is often the right choice when your organisation already governs identity, data, connectors and releases through Microsoft. Do not replace that advantage with a lighter builder merely because the first canvas app was difficult to maintain.

Look for an alternative when the operating team cannot own the result, the required licences and Dataverse capacity do not fit the deployment, or a smaller workflow does not justify Power Platform administration. AppSheet is the closest Google-ecosystem comparison. Budibase and Appsmith suit teams that want technical control or self-hosting. Retool suits developer-led internal tools. KasiLabs suits operators who need tailored workflow software without taking ownership of a low-code implementation surface.

The short answer

Choose Power Apps when Microsoft integration, environments, Dataverse and central administration are advantages you will use. Choose AppSheet for Google-connected field work, Budibase or Appsmith for self-hosted and technically maintained tools, Retool for developer-led internal software, or KasiLabs when workflow owners need to shape the app in plain language and approve a private version before release.

The decision is less about who has the longest feature list than who will own the app after the launch workshop.

Price the production path, not the free builder

Microsoft currently offers a free Power Apps Developer Plan for learning, building and testing. It includes three developer environments, connectors, 2 GB of Dataverse database entitlement and up to 750 automation flows each month. Microsoft says production users require Power Apps Premium or another applicable paid right. Power Apps pricing

Power Apps Premium is $20 per assigned user each month, paid yearly. The published $12 price requires at least 2,000 licences. Premium includes unlimited Power Apps and Power Pages for an assigned user plus standard, custom and on-premises connectors. Microsoft lists 250 MB of Dataverse database and 2 GB of file entitlement per licence; additional database capacity is $40 per GB each month, paid yearly.

For a 20-user operations team, the Premium licence line is $400 per month or $4,800 per year before extra capacity, related Power Automate or Copilot products, implementation and support. That arithmetic is not a total-cost estimate. Microsoft's current licensing guide also lists Power Apps per app at $5 per user each month for one app in a specific environment, and pay-as-you-go at $10 per active user per app each month. Power Apps has two useful application models

Canvas apps give makers detailed control over screen layout and connect to Dataverse and many other sources. Microsoft describes Power Fx expressions as part of that authoring model. Model-driven apps begin with Dataverse tables and relationships; forms, views, charts and navigation follow the model more consistently.

Microsoft's own comparison says model-driven apps are automatically responsive and accessible, with relatively straightforward movement between environments through solutions. That is a reason to diagnose the app before switching. A hard-to-maintain canvas app may be a model or lifecycle problem, not proof that Power Apps is wrong.

Test the ownership chain

Use one purchase-request workflow:

  • an employee submits a request;
  • the budget owner sees only the relevant cost centre;
  • procurement requests missing evidence;
  • finance approves above a threshold;
  • a supplier record comes from another system;
  • the process has development, test and production versions;
  • a named owner can recover the previous working release.

Ask who owns each layer.

AppSheet for Google-connected and offline field work

AppSheet currently charges $5 per user monthly for Starter, $10 for Core and $20 for Enterprise Plus. Core is included in many paid Google Workspace plans. It supports spreadsheet and file connections; Enterprise Plus adds broader databases, APIs and governance. AppSheet pricing

Choose AppSheet when technicians need mobile data capture and offline operation, and Google Workspace is already the operating centre. Confirm security filters, sync conflicts and data-source protection against real records. Do not move a Microsoft-governed workflow merely to save a maker from learning environments and solutions.

Budibase when hosting control is the main requirement

Budibase provides a visual app builder, internal database, external sources, automations and role-aware views. Its free open-source plan is self-hosted and currently lists unlimited users, apps, automations and actions. Cloud Premium is $49 per month with one creator; Business is $299 with three creators. Choose it when the organisation has the technical capacity to own a self-hosted deployment or wants Budibase's cloud model. Count infrastructure, upgrades, backups, identity, monitoring and incident response as part of self-hosted ownership.

Appsmith or Retool for developer-led internal software

Appsmith describes itself as an open-source developer tool. Builders connect databases and APIs, assemble widgets and write queries and JavaScript. Git collaboration and self-hosting support a software-team workflow. Business is currently $15 per user monthly; Enterprise starts at $2,500 per month for 100 users. Retool is another strong comparison when developers or business engineers will own the app. Its model provides direct data connections, components, queries, workflows and staged releases. Retool separates builder and internal-user pricing, so model the intended maintainers as well as daily users. Retool pricing

Both can reduce the distance between engineering and an internal interface. Neither removes the need for technical ownership.

KasiLabs for an operator-owned workflow decision

KasiLabs takes a different route. Operations staff describe the people, records, hand-offs, evidence, approval rules and exceptions in ordinary language. KasiLabs creates a readable plan and a private working version. Selected users test it, workspace owners choose roles and paid-action limits, and an authorised reviewer approves the exact version that goes live.

Earlier releases remain available. The intended owner does not have to maintain Power Fx, JavaScript queries or a self-hosted runtime. This is a strong fit when the valuable asset is the team's operating knowledge and the organisation wants explicit review and release control.

Current KasiLabs plans are $29 per month for five members and one live app, $99 for 25 members and five apps, and $299 for 100 members and 20 apps. Paid AI, document, email, image, storage and search services are separated through credit, published rates and workspace limits. KasiLabs pricing

KasiLabs is not the right alternative when Microsoft integration depth, Dataverse, Power Platform administration or direct low-code control is the main requirement. It also makes no claim to import Power Apps, flows, solutions, connector settings or data automatically.

Run the change-owner test before migrating

Give the intended long-term owner one bounded change: add a rejection reason, restrict one cost field and insert a second approval above a threshold. Ask them to make it in a non-live version, run normal and forbidden-role cases, show the change to a reviewer, release it and locate the previous version.

Record the help they needed. If the owner can complete this safely in Power Apps, keep the platform and improve the lifecycle. If a developer should own it, compare Retool or Appsmith. If self-hosting is a hard requirement, test Budibase or Appsmith with an operations runbook. If the operations lead needs to own the policy without owning implementation syntax, test the purchase workflow privately in KasiLabs.
